Wendy Quackenbush has served at the Texas Department of Housing & Community Affairs in various roles since 2001. Currently, Mrs. Quackenbush is the Director of Multifamily Compliance. In her role, she manages and oversees the Compliance Team that conducts physical inspections, onsite monitoring reviews, program and income eligibility training, technical assistance to development owners, management companies and others and oversees the Annual Owner’s Compliance Report (AOCR). Prior to joining the Department, she worked in the apartment industry since 1992 starting out as a leasing agent and eventually working as the Compliance Director for an affordable housing developer in the private sector. She is very passionate about affordable housing and helping others. Her friends describe her as a good listener, loyal, an Ebay shopping wizard and a casserole maker extraordinaire. She is married to her high school sweetheart, a mother of one college age daughter and has three of the cutest dogs, Xochi, Tepin and Munckin. She loves all Star War movies, reading fantasy books, antique shopping, wine tasting and volunteering at her local service center.

Matt Rayburn is the Deputy Executive Director and Chief Real Estate Development Officer for the Indiana Housing and Community Development Authority. In this position, he oversees IHCDA’s Real Estate Development department which includes allocation and compliance for the Low-income Housing Tax Credit, TCAP, HOME Investment Partnerships Program, Community Development Block Grant, National Housing Trust Fund, Indiana Affordable Housing and Community Development Fund, Indiana Housing First, Housing Choice Voucher, and Performance Based Contract Administration programs as well as planning, training, and technical assistance for the Indiana Supportive Housing Institute and other supportive housing initiatives. Matt is the lead for IHCDA disaster recovery and the designated State Disaster Housing Manager responsible for working with the Indiana Department of Homeland Security on planning and recovery efforts. Matt joined IHCDA in 2007 and previously held the positions of Deputy Director of Compliance and Asset Management, Compliance and Asset Manager, and Multi-Family Monitor.

Scott Michael Dunn is the CEO of Costello Compliance and the Director of Policy for the Costello Companies. The Costello Companies are developers, builders and managers of affordable housing with clients throughout the country. Mr. Dunn has almost three decades of experience in multi-family housing and holds various specialized certifications related to all major affordable housing programs. Prior to joining the Costello Companies, Scott Michael served as the Executive Vice President of Zeffert & Associates for over a decade where he was responsible for the company’s overall daily operations as well as developing and monitoring the training, compliance and state monitoring divisions.
