Navigating the resident application process for a Low-Income Housing Tax Credit (LIHTC) property can be complex. Moderated by Wendy Quackenbush, Director of Multifamily Compliance at the Texas Department of Housing and Community Affairs, this webinar features presenters Christine Martin, Compliance Director at LDG Development, and Marie Peace, VP of Compliance at Envolve Client Services. Together, they will walk through the full lifecycle of a LIHTC application, including intake, income and asset verification, household composition review, student status considerations, and final eligibility determination. The session will also highlight common pitfalls that lead to delayed move-ins, audit findings, and noncompliance, along with best practices for creating a consistent, compliant, and resident-friendly application process.

Wendy Quackenbush has served at the Texas Department of Housing & Community Affairs in various roles since 2001. Currently, Mrs. Quackenbush is the Director of Multifamily Compliance. In her role, she manages and oversees the Compliance Team that conducts physical inspections, onsite monitoring reviews, program and income eligibility training, technical assistance to development owners, management companies and others and oversees the Annual Owner’s Compliance Report (AOCR). Prior to joining the Department, she worked in the apartment industry since 1992 starting out as a leasing agent and eventually working as the Compliance Director for an affordable housing developer in the private sector. She is very passionate about affordable housing and helping others. Her friends describe her as a good listener, loyal, an Ebay shopping wizard and a casserole maker extraordinaire. She is married to her high school sweetheart, a mother of one college age daughter and has three of the cutest dogs, Xochi, Tepin and Munckin. She loves all Star War movies, reading fantasy books, antique shopping, wine tasting and volunteering at her local service center.

Christine Martin

Christine Martin is the Compliance Director—Multifamily for LDG Development in Louisville, Kentucky. She has more than 25 years of experience in the affordable housing industry, spanning both the public and private sectors. Christine is an active leader in the field. She currently serves as a Technical Advisory Group (TAG) member for the National Association of Home Builders’ HCCP Board of Governors, after completing a six-year term as a board member. She is also Vice President of the Advisory Board for Homes on the Hill, a nonprofit serving the Hilltop area of Columbus, Ohio. She holds multiple industry certifications, including Housing Credit Certified Professional (HCCP), Certified Occupancy Specialist (COS), and Fair Housing Coordinator (FHC). Christine is a frequent speaker at conferences, webinars, and trainings nationwide and has authored several articles for affordable housing publications.

Marie Peace is a seasoned affordable housing compliance executive with more than 25 years of experience overseeing complex, multi-layered housing portfolios nationwide. As Vice President of Compliance for Envolve Client Services, she leads compliance operations for affordable apartment communities across the country, providing strategic oversight and ensuring adherence to a broad range of regulatory programs, including LIHTC, HUD, HOME, HPTF, Workforce Housing, and Public Housing. Marie is widely recognized for her deep technical expertise, practical leadership style, and ability to navigate evolving regulatory landscapes while mitigating risk for owners and investors. Throughout her career, she has focused on strengthening compliance infrastructure, improving file quality and portfolio performance, and building high-performing teams capable of managing large, geographically diverse portfolios. Prior to joining Envolve Client Services, Marie served for more than 12 years as Chief Compliance Officer at Franklin Group, where she oversaw compliance for tens of thousands of affordable housing units nationwide. Earlier in her career, she worked as a Tax Credit Consultant with A.J. Johnson Consulting Services, partnering with owners, investors, and management companies to support program readiness, audit response, and long-term compliance success. In addition to her professional leadership, Marie is an active contributor to the affordable housing industry. She is a frequent speaker, trainer, and panelist at national and regional conferences and currently serves on the HCCP Board of Governors, where she helps shape industry standards and advance best practices for compliance professionals nationwide.
